PROLOGUE 1
Earlier Exhortation of Saint Francis to the Brothers and Sisters of Penance (Early Documents [FA:ED Vol. 1 pp. 41-43])
In the Name of the Lord!
Those Who Do Penance
All those who love the Lord with their whole heart, with their whole mind, with their whole strength (Mk 12:30) and love their neighbor as themselves, who hate their bodies with their vices and sins (Mt 22:39), and who receive the Body and Blood of our Lord Jesus Christ, and who produce worthy fruits of penance.
O how happy and blessed are these men and women while they do such things and persevere in doing them, because the Spirit of the Lord will rest upon them (Is 11:2) and make Its home and dwelling place (Jn 14:23) among them, and they are children of the heavenly Father Whose (Mt 5:45) works they do, and they are spouses, brothers, and mothers of our Lord Jesus Christ (Mt 12:50).
We are spouses when the faithful soul is joined by the Holy Spirit to our Lord Jesus Christ. We are brothers to Him when we do the will of the Father who is in heaven (Mt 12:50). We are mothers when we carry Him in our heart and body through a divine love (1Cor 6:20) and a pure and sincere conscience and give birth to Him through a holy activity which must shine as an example before others (Mt 5:16).
O how glorious it is to have a holy and great Father in heaven! O how holy, consoling to have such a beautiful and wonderful Spouse! O how holy and how loving, gratifying, humbling, peace-giving, sweet, worthy of love, and, above all things, desirable: to have such a Brother and such a Son, our Lord Jesus Christ, Who laid down his life for his sheep (Jn 10:15) and prayed to his Father saying:
Holy Father, in your name (Jn 17:11) save those whom you have given me in the world; they were yours and you gave them to me (Jn 17:6).
The words that you gave to me I have given to them, and they have accepted them and have believed in truth that I have come from you and they have known that you have sent me (Jn 17:8). I pray for them and not for the world (Jn 17:9). Bless and sanctify them (Jn 17:17). I sanctify myself for them (Jn 17:19). I pray not only for them, but for those who will believe in me through their word (Jn 17:20) that they may be sanctified in being one as we are (Jn 17:11).
I wish, Father, that where I am, they also may be with me that they may see my glory (Jn 17:24) in your kingdom. Amen (Mt 20:21).
COMMENTARY
The Rule of 1978 is prefaced by a word from St. Francis himself. This text, a new version of the “Letter to All the Faithful,” is both a summary of Franciscan gospel living and an immediate contact with the model and inspiration for observing the gospel — Francis himself.
Francis’ letter touches two points: the life of a person who does “penance” (i.e., a person turned toward God), and the life of a person who refuses this grace.
First of all, a person turned toward God follows the “teaching and footsteps of our Lord Jesus Christ” by responding to the inviting grace of God and living in union with Jesus: constant spiritual renewal, awareness of God’s power and presence, and a promise of eternal happiness. Most appropriate are the quotes from Jesus’ high priestly prayer that make the intense union between Jesus and his disciples and their union among themselves the model for our own union with Christ and others. Francis bids us to live in the gospel of Jesus Christ by loving the Lord our God and serving our neighbor, by participating in the Holy Eucharist and thereby building a lived experience of togetherness, by rejecting sin and turning in a new direction, and by leading a life in which we mirror Christ. This leads us to a new kind of happiness, for we share the Lord’s life and mission, and we give him birth again and again in our world. This summary of gospel living in the prologue prefigures the second chapter of the rule.

¡En el nombre del Señor!
Los que hacen penitencia
Todos aquellos que aman al Señor con todo el corazón, con toda el alma y la mente y con todas sus fuerzas (cf. Mc 12,30), y aman a sus prójimos como a sí mismos (cf. Mt 22,39), y aborrecen sus cuerpos con sus vicios y pecados, y reciben el cuerpo y la sangre de nuestro Señor Jesucristo, y dan los frutos propios de la penitencia (Lc 3,8): ¡oh, cuán dichosos y benditos son aquellos y aquellas que hacen estas cosas y en ellas perseveran!, porque sobre ellos descansará el Espíritu del Señor (cf. Is 11,2) y hará en ellos habitación y morada (cf. Jn 14,23), y son hijos del Padre celestial (cf. Mt 5,45), cuyas obras hacen, y son esposos, hermanos y madres de nuestro Señor Jesucristo (cf. Mt 12,50).
Somos sus esposos cuando el alma fiel se une a nuestro Señor Jesucristo por el Espíritu Santo; somos sus hermanos cuando hacemos la voluntad del Padre, que está en los cielos (Mt 12,50); somos sus madres, cuando lo llevamos en el

¡Oh, cuán glorioso es tener en el cielo un padre santo y grande! ¡Oh, cuán santo, es tener un tal esposo, defensor, hermoso y admirable! ¡Oh, cuán santo y cuán amado, es tener un tal hermano y un tal hijo, agradable, humilde, pacífico, dulce, amable y más que todas las cosas deseable, nuestro Señor Jesucristo!, que dio su vida por sus ovejas (cf. Jn 10,15) y oró al Padre diciendo: Padre santo, guarda en tu nombre (Jn 17,11) a los que me diste en el mundo; tuyos eran y tú me los diste (Jn 17,6). Y las palabras que me diste, se las he dado yo a ellos; y ellos las han aceptado y han creído verdaderamente que salí de ti, y han conocido que tú me enviaste (cf. Jn 17,8). Ruego por ellos y no por el mundo (cf. Jn 17,9). Bendícelos y conságralos (cf. Jn 17,17); también yo me consagro a mí mismo por ellos (Jn 17,19). No ruego sólo por ellos, sino también por los que han de creer en mí por su palabra (Jn 17,20), para que sean consagrados en la unidad, como nosotros (cf. Jn 17,23.11). Y quiero, Padre, que donde estoy yo también ellos estén conmigo, para que vean mi gloria (cf. Jn 17,24) en tu reino (Mt 20,21). Amén.
COMENTARIO
La Regla de 1978 está precedida por unas palabras del mismo San Francisco. Este texto, una nueva versión de la «Carta a todos los fieles», es a la vez un resumen de la vivencia evangélica franciscana y un contacto inmediato con el modelo y la inspiración para observar el evangelio: el mismo Francisco. La carta de Francisco toca dos puntos: la vida de una persona que hace «penitencia» (es decir, una persona vuelta hacia Dios), y la vida de una persona que rechaza esta gracia.
En primer lugar, una persona que se vuelve hacia Dios sigue las «enseñanzas y los pasos de nuestro Señor Jesucristo» respondiendo a la gracia invitante de Dios y viviendo en unión con Jesús: mediante constante renovación espiritual, conciencia del poder y la presencia de Dios, y una promesa de felicidad eterna. Las más apropiadas son las citas de la oración sumo sacerdotal de Jesús que hacen de la intensa unión entre Jesús y sus discípulos y su unión entre ellos el modelo de nuestra propia unión con Cristo y con los demás. Francisco nos invita a vivir en el evangelio de Jesucristo amando al Señor nuestro Dios y sirviendo a nuestro prójimo, participando de la Sagrada Eucaristía y construyendo así una experiencia vivida de unión, rechazando el pecado y volviendo en una nueva dirección, y dirigiendo una vida en la que reflejamos a Cristo. Esto nos lleva a un nuevo tipo de felicidad, porque compartimos la vida y la misión del Señor, y lo hacemos nacer otra vez en nuestro mundo. Este resumen de la vivencia del evangelio en el prólogo prefigura el segundo capítulo de la regla.
