+What is the focus of the Fraternal Visit? [Article 94]
Article 94 The Fraternal Visit
1. The fraternal visit is a time of communion, an expression of the service and genuine interest of the secular leaders at the various levels, so that the Fraternity may grow and be faithful to its vocation (cf GC 51).
2. Among the various initiatives to achieve the purpose of the visit, the Visitor will give special attention:
– to the validity* of the formation, both initial and permanent;
– to the relations maintained with other Fraternities at the different levels, with Franciscan Youth, and with the entire Franciscan Family.
– to the observance of directives and of the guidelines of the CIOFS and of the other Councils;
– to presence in the local Church.
3. The Visitor will check the report of the latest audit or verification of the financial and asset management of the Council, the register of the accounts and every document pertaining to the assets of the Fraternity and, if applicable, the status of the juridical personality in the civil order, including the fiscal aspects. In the absence of the required audit of the financial and asset management of the Council, the Visitor can commission such an audit, by a professional who is not a member of the Council concerned, the cost of which will be borne by the Fraternity visited. Wherever he or she deems it opportune, the Visitor will obtain the assistance of a person competent in these matters.
4. The Visitor will check the records of the election of the Council. He or she will evaluate the quality of the service offered to the Fraternity by the Minister, and by the other leaders, and will explore with them the solution to problems which may arise.
If, for whatever reason, he or she should find that their service does not meet the needs of the Fraternity, the Visitor will recommend appropriate actions to take. If circumstances require it, he or she can consider also provisions concerning resignation and removal from office (cf articles 83 and 84) .
5. The Visitor may not carry out the visit of his or her own Local Fraternity, nor of the Council of another level of which he or she is a member.
*The “validity” of formation should also include appropriateness and completeness of the program to ensure that candidates are properly formed and that professed members continue to deepen their understanding of the Order and their place in the Order.

Artículo 94 La Visita Fraterna
1. La Visita fraterna es un momento de comunión, expresión del servicio y del interés de los Responsables seglares en los diversos niveles para que la Fraternidad crezca y sea fiel a su vocación41.
2. Entre las diversas iniciativas para lograr el fin de la Visita, el Visitador dedicará particular atención:
– a la validez* de la formación, inicial y permanente;
– a las relaciones mantenidas con las otras Fraternidades en los diversos niveles, con los jóvenes franciscanos y con toda la Familia Franciscana;
– a la observancia de las directrices y orientaciones del CIOFS y de los otros Consejos;
– a la presencia en la Iglesia particular.
3. El Visitador examinará el informe y el balance de la última revisión de la gestión económica y patrimonial del Consejo, comprobará el registro de la caja y todos los documentos concernientes a la situación patrimonial de la Fraternidad y la eventual condición de persona jurídica civil, incluidos los aspectos fiscales. En ausencia de la debida revisión sobre la gestión económica y patrimonial del Consejo, el Visitador podrá, con cargo a la Fraternidad Visitada, encargar esta revisión a un experto, que no sea miembro del Consejo interesado. Cuando lo crea oportuno, en estas cuestiones, el Visitador puede asesorarse de una persona competente.
4. El Visitador examinará las actas de elección del Consejo y la calidad del servicio ofrecido a la Fraternidad por el Ministro y los otros Responsables, y estudiará con ellos la solución de los problemas que pueda haber.
Si hallase que, por cualquier motivo, su servicio no se ha prestado de manera adecuada a las necesidades de la Fraternidad, el Visitador promoverá las iniciativas oportunas, teniendo en cuenta, si las circunstancias lo aconsejan, cuanto se dispone sobre la renuncia o remoción de los oficios42.
5. El Visitador no puede efectuar la Visita a la propia Fraternidad local, ni al Consejo de otro nivel del cual sea miembro.
* La “validez” de la formación también debe incluir la idoneidad y la integridad del programa para garantizar que los candidatos se formen adecuadamente y que los miembros profesos continúen profundizando su comprensión de la Orden y su lugar en la Orden.
